Policy Paper Topic:
I am still considering choosing one of two topics. My first topic would be the Proactive Fiscal Policy from China, and second topic would be the Tax Cut and Jobs Act of 2017 policy from United States.
Topic 1: Proactive Fiscal Policy
The Proactive Fiscal Policy was enacted by Chinese Government in 1998, however, the government decided to strength the policy after year 2000. A proactive fiscal policy is to carry out national capital construction and infrastructure construction through fiscal investment and financing, adjust the economic structure, guide, promote and support industrial upgrading, form new economic growth points, promote investment, increase employment, expand domestic demand and make the domestic economy develop in a balanced and sustainable way. A proactive fiscal policy is a necessary prerequisite for steady economic development and steady improvement of people's living standards, and is an important feature of the socialist market economy.
Topic 2: Tax Cut and Jobs Act of 2017 (United States)
The Tax Cuts and jobs Act (TCNJ) is an act to give settlement to titles 11 and V of the coexisting resolve on the budget for the financial year 2018. On 20th December 2017, Congress approved a key tax package (H.R.1), which was formulated to slash taxes on businesses and individuals and to rekindle the economy and also generate more jobs. The brackets for individuals are reduced to 10%, 12%, 22%, 24%, 32%, 35%, and 37%. The highest tax rates go to joint filers having a taxable income above $600,000. The single filers have taxable income above $500,000 according to the legislation.
